To be fair the biggest bonus quoted is for the CEO of Barclays and I'm sure they didn't have any public money?

I know it is an obscene amount but an important difference to those that were bailed out by the public purse!

Not directly, no, but they did benefit directly from public money - at the very least their losses were much less once the government made it clear that they would bail out failing banks rather than letting them go to the wall.

However, we digress, back to the Library. I must admit to being a very occasional user so it's possible my lack of use has contributed to the downfall - how were the decisions made to reduce opening hours, was it based on footfall or some other factor?

All the Libraries in Hertfordshire have had their hours reduced - it's one of the easier targets when you have to make savings. At least they have tried to stagger the closures so not all the libraries close at once - but I can't see me getting on a bus to go to a neighbouring town to use one! Sadly the use of all libraries is in decline, guess it's a sign of the times etc etc
