I think "it depends". My understanding is that green belt boundaries can only be amended by the council via a District Plan or by a Site Allocations Development Plan Document. So without a formal decision by the council to extend the boundaries, they HAVE to reject development planning applications ...

Entirely predictable that now the fence is up there's no way of walking to the Churchyard path without pushing through Jacoby's tables, chairs and customers.

Good work.

I think the guy I spoke to has it wrong. It wouldn't surprise me that the area immediately around the weir and Ware lock is Environment Agency. Same for the immediate surrounds to the Gauge House and New River. But that the rest of the towpath towards Hertford is C&RT.

There's a red wheelie bin chained to the railings just opposite the Tescos main entrance and the Dentist. It's currently overflowing and beginning to smell! Who does this belong to?

Does it really need to be there and does any body have the power to get it removed?

Just had a lovely chat with Terry, chairman of the Detectorists. Sorry, Roger, a volunteer from C&RT at their booth by the bridge. The ownership and responsibility for the towpath is gloriously confused. - Hertford -> Gauge House. C&RT - Gauge House -> Ware lock. and everything surrounding Ware Lock...

The Gauge House to Hertford Lock, and then round the edge of Hartham common is comparatively pleasant with a smooth surface. So why is this different from the stretch from Gauge House to Ware lock?
