I think "it depends". My understanding is that green belt boundaries can only be amended by the council via a District Plan or by a Site Allocations Development Plan Document. So without a formal decision by the council to extend the boundaries, they HAVE to reject development planning app...

Good work.
I think the guy I spoke to has it wrong. It wouldn't surprise me that the area immediately around the weir and Ware lock is Environment Agency. Same for the immediate surrounds to the Gauge House and New River. But that the rest of the towpath towards Hertford is C&RT.

There's a red wheelie bin chained to the railings just opposite the Tescos main entrance and the Dentist. It's currently overflowing and beginning to smell! Who does this belong to?
