Last chance to comment on the current consultation on the Major Modifications to the District Plan. It closes at 5pm on Thursday 29-Mar.

After this, the inspector's report to EHDC is expected late April. And I expect an Extraordinary General Meeting to vote on adopting the plan shortly thereafter. Assuming that the inspector's report doesn't require any additional major changes.

If the councillors vote not to adopt, all hell will break loose.

Ware Town Annual Town Council meeting. Monday 23-April, 7:30pm Fletcher's Lea

This is probably the last meeting before the EHDC adoption vote on the district plan. So it would be a good time to hand-deliver letters of objection to your councillors.

It's also the end of the civic year and the end of Mayor Alex Curtis term as mayor.

Given the current soap opera in WTC, I advise bringing plenty of popcorn.

15th June 2018 - The Planning Inspectorate has advised the Council that the Inspector's Fact Check Report will not be issued until the end of June 2018.

27th April 2018 - After receiving many representations to the Main Modifications Consultation, the Inspector has indicated that the fact-checking report that was initially expected at the end of April is now anticipated towards the end of May 2018, with the final report to be issued in due course.


Next stages
- Inspector's Fact check report (private)
- Changes to DP (private)
- Inspector's Full report, probably published
- Final DP draft
- Full council vote on adoption.
Hard to see that completing before August and due to summer holidays, probably September.

I think I'd really like to see a large all-town meeting to kick this off.
- To explain Neighbourhood Plans
- To explain why Ware Town should have one
- To invite interested town residents to get involved.

I'd have been interested to attend to see how community facilities will be incorporated into the plans (re Scouting and others)
But I have our Scout District AGM that evening.

On the Neighbourhood Plan Forum:-

Reasons for a NP: Added "Identify preferred areas for potential development"

Terms of Ref: WTC will appoint the chairman and secretariat. So original wording stays.

Membership will be offered to the organisations who were in the old NPSG plus the Save Ware's Green Belt group.

The councillor members will be Cllrs Curtis, Reed and Pope
The Chairman will be Cllr Curtis

So I guess we'll wait and see what Cllr Curtis can make happen.

ps. There's something happening with Ware and Hertford Markets that I don't understand. I think the Markets are being officially closed down, which means EHDC are no longer responsible for them. But it's expected that the market traders individually apply for a street trader license on the same days. So what's left of the markets will continue but with further downward pressure.

Heads up. The inspectors report has been received by EHDC and published. TL;DR:- The final form of the district plan with the main modifications from the most recent consultation stands with only tiny adjustments. There's no word yet on when EHDC might call an extraordinary meeting to vote on adoption.

The plan for Ware calls for 100 dwellings built and occupied by 2022, the next 800 2022-2027, the final 100 2027-2033. An additional 500 by 2033 is possible but dependent on a strategic traffic solution (eg bypass) for Hertford A414.

Meanwhile, Deputy Mayor Curtis is chairing a re-convened Neighbourhood Plan Forum. This covers the town inside and excluding the new development. The first meeting of this forum will be some time late summer.

We now have a date for the EHDC Extraordinary General Meeting to vote on adoption of the District Plan. 11 Sept.

23rd July 2018
Following receipt of the Inspector's Final Report on the Examination of the East Herts District Plan, an Extraordinary Council meeting has been arranged for Tuesday 11th September, at which the Council will be asked to determine the adoption of the District Plan. The agenda will be available on the Council's calendar of meetings web page in the week preceding the meeting.

- Turn up to the EHDC offices 11-Sep 18:30. We need a big crowd here to force the councillors into a walk of shame as they go in to vote on adoption of the District Plan.

This has to be one of the most important votes in the councillor's current 4 year term. Remind them they are up for re-election in only 8 months. Pretty much every objection in the recent rounds of consultation has been ignored. The final modifications suggested by the Inspector so she could sign off were quite minor, but weaken the plan by making it more ambiguous and open ended. It's a blank cheque for developers.
