Is it me, or is there an increase in people letting their dogs mess and not clear up after??

Im sure this thread has been covered before but i have seen a growing thread on stanstead abbotts facebook pages, and people have commented on it in ware as well.

Any thoughts or observations??

After noting that i ALWAYS pick up afte rmy dog, i can't say I've noticed it worse where we walk.
