Interesting piece from the BBC website - Hertfordshire County Council holds the most "unspent" money with £56m.

Single party government doesn;t work, and that's what we have in Hertfordshire. The Tories are unchallenged and as a result are inefficient and more concerned with what they can take from the system than in what they can do to serve their constituents. This is sad, but not a surprise.
